Atlanta's Flattest Neighborhoods

We used QGIS to show flat Atlanta's neighborhoods are. The flattest are in white-gray, and the hilliest are in black. Hillier neighborhoods are less walkable, less ideal for a central business district unless parts were bulldozed or changed over time.
Neighborhoods in the red circle are the flattest lands not already part of the airport, but its further distance from the main water source (the Chatahoochee River) would increase water infrastructure costs by upwards of one billion dollars. By contrast, bulldozing costs millions. This leaves the lands in the yellow circle as more ideally flat, and the light blue circle as runner-up.
